			<content:encoded><![CDATA[<p>Here’s the thing:&#160; it&#8217;s not easy being a realist. I&#8217;m obviously in favor of legalizing online gambling in the US, and believe it can&#8217;t happen soon enough. Barney Frank&#8217;s bill is the furthest along in terms of legalizing online gambling, and I&#8217;m &#8211; of course &#8211; optimistic. However, I&#8217;m also concerned about the limited amount of time remaining before the UIGEA rules kick in. If the bill passes, that will be the end of the infamous UIGEA legislation as we know it, as it will be repealed automatically. But the road that Frank&#8217;s bill still has to take before it can become law is a long one. It&#8217;s currently in the House Financial Services Committee, and if passed there, the bill is moved along to the House for passage, then the Senate, and after that signed by the President. The root of the matter is that there isn&#8217;t much time left &#8211; since June 1, 2010 is the deadline until the UIGEA rules go into effect. </p>
<p>Time keeps on ticking, ticking&#8230;. That first extension may be the Treasury&#8217;s and the Dept. of Justice&#8217;s way of saying sorry for the manner in which the UIGEA was rushed through Congress. It&#8217;s no mystery that the UIGEA was originally passed &#8211; what&#8217;s the best way to say this politely? &#8211; rather hastily. If Frank&#8217;s bill doesn&#8217;t clear the needed actions prior to the deadline, would the Treasury and the Department of Justice be likely to allow another extension? Not unless the bill&#8217;s already passed from the House Committee to the House, and still &#8211; even then &#8211; , there&#8217;s no guarantee. </p>
<p>You&#8217;ve got two sides here: on one hand, you&#8217;ve got some companies &#8211; hoping for the best &#8211; assume that online gambling will be legalized soon, such as Harrah&#8217;s Entertainment, which has more than gotten their foot into that door by recently opening its doors to its online casinos, poker and bingo operations. On the other hand, there&#8217;s the Department of Justice that&#8217;s acting on the basis that the UIGEA rules will indeed be implemented by June 2010. </p>
